Water and Sewer Service
The City provides water and sewer services for city residents.

Cold Spring residents are billed for water and sewer usage every two months. Water/sewer bills may be paid by mail; however, they may also be delivered directly to City Hall between the hours of 7:30 a.m. to 4:30 p.m. Monday through Friday, or placed in the drop box outside of City Hall’s front doors. Various other methods of electronic payments are also available.
Residential Water Rates
The base fee for water is $11.00. In addition to the Base Charge, there is a usage charge which is charged at a rate of $2.00 for each 1,000 gallons of water consumed up to 20,999 gallons, a rate of $2.40 for each 1,000 gallons of water consumed from 21,000 to 50,999 gallons, and a rate of $2.90 for each 1,000 gallons of water consumed over 51,000 gallons.
Residential Sewer Rates
Sewer rates are based on water consumption in January and February every year. This usage will set the maximum for each residence as far as sewer is concerned. There is a bimonthly surcharge of $25.00 for sewer usage. Every gallon of water used up to the maximum set in January and February is charged at a rate of $7.00 for every 1,000 gallons.
There is also a Minnesota Department of Health (MDH) test fee billed every 2 months at a fee of $1.62.
There is also a stormwater fee billed every 2 months at a fee of $4.50.
Late fees are 6% of the bill.

The Stearns County Household Hazardous Waste Facility accepts and properly recycles or disposes of hazardous wastes such as latex paint, oil-based paint and stain, automotive chemicals, adhesives, aerosols, paint thinner and strippers, roofing tars, garden chemicals, old fuels, household cleaning products, pool chemicals, oil, antifreeze, propane cylinders, solvents, pesticides, fluorescent bulbs and child car seats.
In addition to the disposal of hazardous wastes they also offer a Reuse Store for useable paint and other household products. They accept unused paint in buckets or cans and keep it in stock, making it available to those who may need only a small amount for a project.
The Stearns County Household Hazardous Waste also has a mobile collection unit which travels to outlying areas to collect hazardous waste in rural parts of the county. The Cold Spring Area Chamber of Commerce coordinates a Community Clean-Up Day event in which the mobile unit comes to collect hazardous waste.
